Towing Dollys are not legal in the Uk for general purpose towing of vehicles. However, they can be used in an emergencey situation to recover a vehicle to the nearest safe location.
Most comprehensive insurance policies will cover your trailer 3rd party whilst it is being towed by your car, but not all will. It is your responsibility to contact your insurers and check that you are fully covered before taking your trailer on the road.
