There is currently no legislation that stipulates the maximum height for a trailer. Clearly, the higher your trailer relative to the track of its wheels, the more unstable it will be. Go too high and you will strike a bridge!
If you are using a passenger car with a GVW of less than 3.5 Tonnes then the maximum length of the trailer you can tow is 7m excluding the coupling a drawbar. You are unlikely to exceed this except in the most unusual circumstances.
